How to Verify a Power Bank Manufacturer in China: 12-Point Factory Audit Checklist for Importers (2026)

A business license and a polished factory video tell you very little about the power bank that will arrive six weeks later. A proper supplier check follows the evidence from the registered company to the production line, the approved components and, finally, the packed shipment.

Search the company in China’s official enterprise registry, establish who runs the production site, verify certificates with the issuing or accreditation body, and match each test report to the model and bill of materials being quoted. Approve a golden sample before ordering. Component substitutions and engineering changes should require written buyer approval.

This checklist is for importers, sourcing teams and private-label buyers. Use it during an on-site audit, or as a first-pass remote review before deciding whether the trip is worthwhile.

1. Confirm the legal business entity

Ask for a clear copy of the Chinese business license. Record the company’s Chinese legal name, unified social credit code, registered address, legal representative, establishment date and business status. Search those details in China’s National Enterprise Credit Information Publicity System. The Chinese name and credit code are more reliable search keys than an English trading name.

The entity on the purchase contract, commercial invoice and receiving bank account should be explained before any deposit is paid. A related export company is not automatically a problem, but the relationship must be documented. If the factory, exporter and payment beneficiary are three different businesses, ask who carries product liability and which entity is responsible for warranty claims.

A broad manufacturing business scope is useful background, but it does not prove that the company currently operates the production line shown in its marketing materials.

2. Establish who controls the factory

“Factory” is not a single business model. A supplier may own the building, lease a production floor, work through an affiliated manufacturer or outsource assembly. Any of these arrangements can be workable. The buyer needs a clear answer about where production happens and who has authority over quality.

At the site, compare the address with the business and quality certificates. Permanent company signs help, but live records are harder to stage. Pick a recent order from the production schedule and follow it through material issue, assembly, testing and final inspection. Employee records, current work instructions and lot labels should support the same account.

For a remote audit, use a live video call rather than a prerecorded tour. You choose the route. A sensible walk starts at the entrance, passes through the warehouse and cell-storage area, then covers the claimed SMT or PCBA operation, assembly, aging, test equipment, rejected-product area and finished-goods warehouse. Have the host show the current date and a lot number you select. This works well for screening. It is less convincing when the order involves new tooling, tight capacity or substantial regulatory exposure.

3. Verify the quality-management certificate

ISO 9001 certification indicates that a site has been audited against a quality-management standard. It does not certify a particular power bank and does not replace product testing.

Check the legal name, site address, manufacturing scope, issue and expiry dates, certificate number and certification body. Then validate the record through the certification body or IAF CertSearch when the certificate is available there. A certificate for a sales office, another site or an unrelated scope should not be accepted as evidence for the production facility.

The latest external-audit result is more revealing than the framed certificate. Read one or two closed corrective actions as well. You will quickly see whether the system is used in daily production or tidied up before a customer visit.

4. Match compliance evidence to the exact product

Compliance starts with two practical questions: where will the product be sold, and how will it be shipped? The answer determines which transport, electrical-safety, electromagnetic-compatibility, substance and wireless documents belong in the file. A wired model sold in the EU will not have the same file as a magnetic wireless model shipped to the United States.

Create a one-page model identity sheet showing the model number, capacity, watt-hour rating, cell model, number of cells, PCBA revision, port configuration, rated input and output, wireless-charging function, enclosure material and label version. Compare that sheet with every report and certificate.

For lithium-battery transport, request the full UN 38.3 report and the test summary. The test summary should identify the manufacturer, laboratory, report number and date, physical description, watt-hour rating, model numbers, test results and responsible signatory. For a Qi-certified wireless model, search the exact product in the Wireless Power Consortium product database. A logo printed on a page or packaging mock-up is not independent verification. 5. Check the laboratory and report authenticity

A convincing PDF can still be altered, expired or outside the laboratory’s accredited scope. Find the laboratory’s contact details independently on its official website; do not rely on the email inside the supplied report. Send the report number, applicant, model and date, then ask the laboratory to confirm the file and the configuration it covers.

Accreditation must cover the relevant test method. Use the ILAC MRA signatory directory to identify the national accreditation body. For laboratories accredited in China, the CNAS accredited-body search provides an additional check. ILAC and CNAS accredit accreditation bodies or conformity-assessment bodies; they do not issue product test reports themselves.

6. Review battery cells, PCBA and the controlled BOM

The cell and power-management circuit determine much of the product’s safety and real-world performance. Record the cell maker, exact model, nominal voltage, rated capacity and date-code format. Then compare the markings on sample cells with the specification and purchasing record. “Grade A cell” is a sales description, not an identity.

The controlled bill of materials should identify safety-relevant parts and approved alternatives. Review the PCBA revision, protection IC, temperature sensing, MOSFETs, connectors, wireless coil and flame-rating requirements for plastic materials. If an alternative component is permitted, the supplier should define who reviews the change and whether retesting is needed.

A statement such as “same quality” is not a change-control process. Require written approval before changing the cell, PCBA, firmware, enclosure resin, charging coil or other specified component.

7. Lock the approved sample

An approved sample should not end up as an unlabelled unit in a drawer. Sign and date at least two golden samples, keeping one with the buyer and one at the factory. Link both units to the approved specification, artwork, color standard, packaging file, firmware version and test record.

Do not judge a power bank only by its displayed percentage. Measure input and output behavior, usable energy, charging protocols, temperature, standby drain, simultaneous-output rules and low-current mode where relevant. Check dimensions, weight, surface finish, port alignment, button feel, label durability and package contents.

When the purchase order covers several capacities or colors, approve each configuration that changes cells, structure, firmware or electrical performance.

8. Validate production capacity with records

Counting assembly lines is easy; converting that number into monthly output is where weak audits go wrong. Staffing, model complexity, test time, material availability and orders already booked all change the result.

Three recent months of records for comparable products give a better picture. Look at daily output, first-pass yield, rework, aging time and on-time delivery. Set those figures beside the proposed plan for your order, from material arrival and pilot run through aging, final inspection and shipment.

If the promised volume requires an unproven second shift or immediate subcontracting, treat the schedule as conditional. A smaller, well-controlled pilot order often reveals more than an optimistic capacity statement.

9. Audit incoming, in-process and final quality control

A usable quality record answers five questions: who checked the item, which lot was involved, how it was tested, what limit applied and what happened after a failure. Pull examples from incoming cell inspection, PCBA testing, assembly, functional testing, aging and final inspection. Blank spaces and identical handwriting across several shifts deserve a closer look.

Check whether test equipment has an identification number and valid calibration status. Select one device and trace its calibration record. Ask operators to explain the pass/fail limit on the work instruction. If the written limit and operator practice differ, the process is not under effective control.

Before shipment, agree on an inspection plan covering quantity, workmanship, function, packaging, barcode, labels and any safety-critical checks. A pre-shipment inspection does not replace process control, but it provides a final decision point before the balance payment.

10. Test traceability and corrective-action records

Give the factory a finished sample or lot code and ask it to trace the production date, line, cell lot, PCBA lot, inspectors and test result. Then start with a cell lot and ask which finished units used it. Both directions matter.

Ask to see a real nonconformance or customer complaint, preferably one that was inconvenient. The file should identify the affected lots, quarantine suspect stock, investigate the cause and record what changed. It should also show whether the fix worked. Simply replacing defective units handles the warranty; it does not correct the process.

Traceability also supports faster field containment. Public recall notices often identify products by model and serial-number range; a factory that cannot reconstruct its lots may force a buyer to treat a much larger population as potentially affected.

11. Review social compliance and subcontracting

Check working hours, wage records, age verification, emergency exits, fire equipment, chemical handling and dormitory conditions where applicable. The review should reflect the buyer’s code of conduct and the laws governing the site.

Ask which processes are subcontracted, including molding, SMT, painting, printing, battery-pack assembly and packaging. Record the name and location of each critical subcontractor and how the main factory qualifies and monitors it. Undisclosed subcontracting weakens both compliance control and delivery planning.

12. Convert audit findings into contract controls

An audit describes conditions on a particular day. The purchase agreement and quality agreement control what happens later.

Attach the model specification, approved BOM, golden-sample reference, artwork, packaging standard, inspection plan and required compliance documents to the order. State that specified components and subcontractors cannot be changed without written approval. Define the process for engineering changes, requalification and document updates.

Agree on acceptance criteria, inspection rights, handling of failed lots, rework approval, warranty period, replacement or credit terms, product-liability responsibilities and remedies for unauthorized substitutions. Use legal advice for the final contract and governing-law provisions.

Red flags that need an explanation

  • The Chinese company name changes between the license, certificate, report, invoice and bank account.
  • The supplier sends only certificate covers or cropped screenshots and withholds full reports.
  • Model numbers, watt-hour ratings, cell types or addresses do not match.
  • The factory refuses a live tour of the warehouse, testing area or production records.
  • Every customer is shown the same test report even when capacities and functions differ.
  • The approved cell or PCBA can be changed without notifying the buyer.
  • Output claims are unsupported by line records, yield data or a production plan.
  • Failed inspection records disappear instead of leading to containment and corrective action.
  • Subcontractors are used but cannot be named or audited.
  • The quotation is materially lower than the approved component and compliance cost can support.

One mismatch can be a clerical error. When names, models, addresses and ratings repeatedly fail to line up, the supplier file is not ready for approval.

This is an internal buying tool, not an industry certification. Decide the non-negotiable items before adding the points. No score should rescue a supplier with an unclear legal identity, an unverifiable safety report, failed traceability or uncontrolled battery-cell substitutions.

As a working rule, scores below 70 call for major corrective action; 70–84 may support conditional approval with a pilot order; 85 or higher can support approval when all mandatory items pass. Adjust the thresholds to the product, market and order value.

Remote audit or on-site audit?

Remote audits suit early screening, document review and follow-up on a short corrective-action list. They are quick and inexpensive. They are also poor at confirming ownership, headcount, hidden subcontracting, warehouse stock and actual line capacity.

Use an independent on-site audit for a new high-volume supplier, custom tooling, unfamiliar battery construction, sensitive retail programs or products entering tightly regulated markets. The auditor should receive the product specification and document gaps in advance, rather than using only a generic factory checklist.
